Central govt amended the Central Motor Vehicles Rules to include special provisions for registration of vintage motor vehicles.  The amended rule defines ‘vintage motor vehicle’ as any vehicle classified under the vintage vehicle category defined in this Order for L1 and L2 categories (two-wheelers) and M1 categories (four-wheelers), which is  Any vehicle imported into India is more than 50 years old from the date of first registration.  This is subject to the condition that such vehicle should be maintained in its original form and not undergo any major changes, which may include any modification to the chassis or body shell or engine.

New rules will be made for vintage vehicles in India.  Under this, vehicles older than 50 years will be given the status of vintage vehicles and they will also be kept out of the scrap policy issued by the government. The policy related to vintage vehicles has been approved by the Ministry of Law and now just road transport and highways.  The ministry is yet to be notified. Let us know about this in detail.

At present, there is no separate regulatory body for registration of vintage vehicles in India. Therefore, these vehicles are proposed to be subsumed in 81A, 81B, 81C, 81D, 81E, 81F, 81G under the Central Motor Vehicles Rules 1989.

For this, in the first draft, it was also proposed to constitute vintage motor vehicle committees at the state and union territories level for these vehicles, which has now been removed.

Also, all vintage vehicle owners will be required to show a special registration plate on their vehicles.

As per the new rules, classic and vintage vehicles will now come with a 10-digit alpha numeric registration plate, where the new VA along with the registration number will be included.

Like other vehicles, these will first have the state code, then the word VA will be given for the vintage vehicle and then the vehicle number. Also, under the Central Motor Vehicle Rules, the number of the vehicle will be written in black on the white plate.

Registration will cost so much.

Last year, a draft notification issued by the Ministry of Road Transport and Highways called for fresh registration of vintage vehicles.

Under the draft notification, a new registration certificate will be issued for this, which will cost the vehicle owner Rs 20,000 per car and will be valid for 10 years.

After this, vehicle owners will have to spend an additional Rs 5,000 for re-registration.

An application for registration must be accompanied

  • an insurance policy
  • the appropriate fee referred to in rule 81
  • the bill of entry in the case of imported vintage motor vehicles
  • old certificate of registration in case of a vehicle already registered in India.

The fee for registration of vintage motor vehicles and issuance of registration certificate is twenty thousand and for re-registration is five thousand.  Owners who register the vehicle will be allotted a registration mark consisting of the letters “XX VA YY ****”.  VA stands for Vintage, XX stands for State Code, YY will be a two letter series and **** is the number from 0001 to 9999 allotted by the State Registration Authority.

The certificate of registration will be valid for a period of ten years and can be renewed for five years thereafter.  The rules also provide that vintage motor vehicles shall not be driven on roads for regular purposes or used for any commercial purpose.
